Elena Belyakova, Managing Director of FIBC, held talks with Sergey Butorin, Deputy Chairman of the Commission on Housing, Construction, and Roads of the Civic Chamber of the Russian Federation, Chairman of the All-Russian Public Organisation "PARKS OF RUSSIA".
Primary discussion points for the meeting included the integration of strategic plans for 2026 and the development of engagement frameworks with municipalities, the broader business sector at regional and international levels, and academic institutions globally, all under the auspices of the FIBC's "Dialogue Platform: InterUNI" initiative.
The discourse centred on the imperative to integrate the international student community more thoroughly into discussions regarding urban environmental organisation, public space creation, and cultural heritage conservation. The meeting participants agreed that young people are not only the main beneficiaries of modern urban solutions and transformations, but also their future custodians.
The involvement of foreign students and young professionals, along with experts and representatives of municipal and regional authorities, in field-specific discussions and projects allows for the development of a new culture of attitude towards the urban environment, where architectural and natural objects are perceived not just as a recreation area, but as an element of urbanism and urban aesthetics, as well as a living organism that requires care and responsible participation.
The meeting became a logical next step of the cooperation that began on the sidelines of the International Municipal BRICS Forum 2025 (General Partner – the Moscow Government represented by the Department for External Economic and International Relations), the official operator of which was FIBC, where the parties signed a cooperation agreement. Within the framework of the Forum, Sergey Butorin moderated the session "Ecosystem of the municipality: space and its inhabitants", bringing together experts in urbanism, municipal territory management, ecology, biodiversity conservation, etc.
The "Cities and Towns in the Modern Era" conference, which was held at the Civic Chamber of Russia on January 30, 2026, and co-organised by the parties, became a new stage of the partnership.
As a follow-up to the discussion, FIBC and "Parks of Russia" plan to develop joint educational initiatives, set the agenda and implement business and cultural missions in cities and regions of Russia and other countries, as well as jointly participate in the events of "Dialogue Platform: InterUNI" to involve international student project teams in creative practices.
